I don't think the author was taking issue with that. I'm certainly not.
It's the stuff about their victory being a 'victory for football'. France were the best team in '98, for example, and fully deserved their win, but I don't think people made the same claims then. (From memory, France were at least as good to watch as Spain were in this tournament.)
