dunno, i think it's a fairly new rule though

and i know it's changed between 1 km and 5 km since it's introduction though, i'm also not 100% sure if it applies to all stage finishes either - seem to recall someone losing out in a crash on a mountain top finish - possibly in the Giro rather than the Tour though
