Who has decided neither of them are good enough?

We could have said the same about Shacks this time last year, but he's now a regular. Hendo and Jarvis have been hampered by injury over the last year and that has probably cost them chances in the first team. Had Jarvis not been injured over the last month or so, I reckon he'd have been on the bench a fair bit.

Perhaps once they get a good injury free spell they will get their chance (on the wing though no doubt).
