Within the laws of the game, the bowler doesn't have to wait untils the batsmen is 'ready', just until the umpire gives the nod.
It's only the 'spirit of the game' that means the bowler's (generally) wait.
It could be argued it's also against the spirit of the game (whether it can be helped or not) and as such, if a bowler doesn't like it, he should just bowl when he's ready.
