Cameron offer to Lib Dem (from Guardian)

2.55pm: We thought that hung parliament negotiations would take place in private. But David Cameron has opened the bidding with a public offer to the Lib Dems. Here are the main points:

? Cameron said that he would set up "an all-party committee of inquiry" on electoral reform. My initial assessment is that this will not go far enough for the Lib Dems. As a party, they've been here before. Tony Blair offered the Lib Dems the Roy Jenkins commission, and that went nowhere because Blair was not committed to it.

? Cameron did not rule out a coalition with the Lib Dems. He did not use the term, but he suggested the relationship between the parties could go further than a "confidence and supply" agreement (a deal which would involve the Lib Dems promising to support the Tories on the budget and the Queen's speech, but on nothing else).

? Cameron said that he wanted to reach an agreement with the Lib Dems "quickly".

? He said that he would make tax cuts "a much higher priority" than they have been. He also stressed that there were areas where the two parties have policies in common, such as the pupil premium.

? But ? in comments aimed at his own party ? Cameron also stressed that he would not compromise on certain issues. In particular, there would be no further handover of power to the EU.
