The FA and FL were always different organisations
FL used to run all league football and the FA football in general. Money used to be distributed more fairly down through the league structure until the late 80s when football began to appear live on TV more regularly. Then the old Div 1 teams and ITV thought it a good idea to f**k off the lower leagues and take all the cash themselves. The FA were roped in champing at the bit. Sky (with the insider help of Alan Sugar while he was chairman of Spurs) outbid ITV and the rest is history.
