Is this one step closer to a Premiership closed-shop.
The PL says that the proposal is part of a package of solidarity payments for Football League clubs and a decision is due at June's Premier League clubs' AGM.
Seems to me it allows existing PL teams four attempts at getting back whilst the rest of the Championship Clubs either risk everything financially to compete ( and we know where that leads) or live in mid-table obscurity.
