in order to come out of administration in the way that keeps the Football League from deducting points next season/stripping them of their entry to the Championship, they have to pay off all footballing creditors, so assuming they do that and then reach agreement with the non-footballing creditors to come out of administration before next season starts the Premier League have no reason/ability to withhold those payments (*I think that's the way it works anyhow*)
