Big disaster send in the National Guard to deal with it. Except 3,000 of the Louisiana National Guard are in, er, Iraq.
No water, no food, corpses in the streets. So the Americans have asked the international community for OIL! Couldnt the Louisiana National Guard bring some home with them?
