Just a guess

isn't this the crux? The FA/FL are saying that clubs must pay football debts first; HMRC say their debts must be paid first - therefore reach the point where neither debt can be paid. So it's not changing the law but changing the rules by which a club is viable; then HMRC steps in to force the issue.
