There are a series of set plays

and it's up to the team with the ball to catch the opposition out

So most of the players don't follow the ball, they're doing their job to block their individual man

Think of the defending team like a back four holding their offside line. It's well practiced, and they all know they should be disciplined to keep that line, but every so often the striker will get through
