yes you are quite right

But so many times I hear/read/watch people complaining about the horrid stewards/police at football matches who won't let them do x y and z despite it being known to everyone who attends football that x y and z are against the law.

My personal favourite is "look over f**king there, they're all standing, what are you doing about that?! If they can stand I'm gonna stand" before they are removed from the stadium.
