Manila is modern & armed guards everywhere in the business district.
Never seen or been involved with any trouble myself.
Usual rules apply. Don't walk anywhere alone, always get a cab home at night, don't wear flash jewelry or watches, don't carry large sums of money etc. same as London, New York etc

Away from Manila should not be a problem anywhere except Zamboanga, western corner of Mindanao in the far south.

Filipina's as a general rule are friendly &
helpful & love to meet foriegners
