i would have to disagree, it's tolerated to an extent but it's definitely not

close to being legal. People should be allowed to walk into a licensed shop and buy it legally for their own usage. I'm not making light of the dangers of it but there's not enough danger for it to remain illegal. And when grey suited idiots in the home office have the conceit to believe they know more than professors who are employed to be experts in this field then we are doomed.
