It would be very interesting to see what happens if they legalise supply. General idiots believe that once you have smoked Cannabis you will then need to take Speed for your next buzz, then Cocaine......and so on.
I believe a big problem is that currently some dealers who sell Cannabis will sell other drugs too, putting them in temptation's way of the Cannabis user. So, separate Cannabis from the others and see what happens. I'd wager that hard drug use would fall
