this sounds a bit like the storyline to that there filum The Hitman
that one that is based on the computer game of the same name - but only a tiny little bit with a president's brother being just a little on the naughty side.
Interpol are s**t-hot in that and seem to have jurisdiction over the whole universe - i think the scriptwriters might've employed a bit of artistic license with that.
