Surely he gets told what the future subsidies will be, rather than decides himself?

(Incidentally - on the other question - don't really see the relevance of wars. Question is whether we should pay for the Royal Mail, or get a cheaper privately-run service that will be better for some services, and worse for others.

I don't know the right answer, but I'm not convinced it's obvious.)
