I'm not so sure

The idea that the private sector ruthlessly weeds out under-achievers is, in my experience, bulls**t. Everywhere I've worked has been full of time servers and shirkers. Private sector workers generally get fired when a business gets into financial difficulties and then you can bet those avoiding the chop are the very same shirkers.
