It's because his decision making is appalling.
When he gets it right or the defender(s) just can't handle his twists and turns, then he looks marvellous (which yes would boost his confidence and get more out of him), but invariably he gets it wrong, tries one turn to many, runs into trouble, doesn't get the cross in etc etc. Frustrating. Hucks could be like that in the early days before he lost his pace/injuries hampered him too, though.
