That doesn't exactly ring true, this bit especially,

"In most cases the speed of your broadband ADSL connection is set from the start, it doesn't get slower or faster. So if it's only 2Mbps then that's the speed it was sent out from your local telephone exchange, even if you paid for a faster connection."

When I moved into this flat I got broadband through O2 home broadband with a 8mb package. For the whole first month I recieved regular speeds of 12mb at all times of day. After the first month it then dropped to 6mb and has remained at that ever since. My sister happens to work for one of the major broadband suppliers and she told me that they tend to throttle your connection to just below what you pay for, like mine has been. I live just around the corner from the local exchange so I do get good speeds generally but it's bad that I can't get the 8mb that I pay for. They are doing me out of 2mb a month.
