I look at it this way

Gary Holt played a lot of games for a team that finished 3rd in division four. Paul McVeigh played rather fewer games for a team that was lower half if you disregard their points deduction. Gary Holt's professionalism has never been in doubt. Everyone knows about McVeigh.

I actually wouldn't want us to sign either of them, but Holty would certainly be better for a team with less than a dozen other midfielders.
