No, and yes. MOst of the time they are racing against their challengers for the GC times.
That's why if someone breaks who is no threat to the overall competition the leaders may all stay together as they will get the same time as eachother and the time gaps between them will remain the same. They aren't so worried about stage wins as the general classification times.
