Board in my opinion appear 'weak willed'

They tend to do as Worthy insists most of the time, unless money is very tight, and then Worthy is left to make the best of what he has. The board will go with the signing of another striker as they trust in Worthy. That we the fans know we need a Centre mid desperately falls on deaf ears it would seem.
