Point one - did he really?
I thought his job was more along the lines of:
Keeping track of players available on a free or in the last few months of a contract.
Speaking to agents for out-of-contract players the manager picked off the list above
Making (initial, at least) enquiries about any contracted player that the manager was interested in
Doing the phone work, i.e. speaking to clubs, agents, the F.A., etc. so the manager didn't have to
Giving anyone who arrived for a closer look the arm around the shoulder, guided tour, show them the sights, etc. etc.
In other words, all the petty bulls**t which would (In theory) otherwise distract the manager from his job of running the team. I really, really doubt he would have any influence over who the manager actually wanted to sign.
