Sounds like the Bendix is jammed and not engaging the
starter motor correctly with the ring gear. Hitting with a rubber/plastic mallet sometimes frees it up. It may well just need some easing oil spraying into it.
The solenoid may have gone. Either way, because the starter motor is peripheral to the engine, it's not a huge job to replace it, or it's bits or take it off and fix it.
