we don't know if the debts that are causing the problems are football debts

if they are not debts incurred to pay for the running of the football club then I don't see what the club has done wrong or why ot should be punished.

If the parent borrowed money to buy the club in the hope that they could get sufficient money out of the club to pay back that debt then that is purely the parent's problem and nothing to do with the club.
