That's cause we just shot them or arrested them and din't tell nobody.

Seriously though, was a bit different.
ANy commie agents tended to be here to spy rather than commit acts of war/terrorism.
Which also meant they were breaking the law by default.

Modern day terrorists, with the suicide angle, are a very different threat.

Not that i'm condoning the holding without charge thing. Its much harder to defend against someone who has no intention of surviving their attack, than it is agaisnt someone who is desperate to avoid detection full stop.
