Yes, even the though answer will prbably be 'yep, get him to send in his cv to HR'.

At least you can then quote the recommendation when dealing with HR when trying to hurry things up.

If a manager has specifically asked you to send in your cv, HR will bend over backwards to process it over an unsolicited cv.
