Sadly though it suits them perfectly

as they know that it's very hard for a team to go up and compete withough wholesale changes of players. They don't give a toss about the rest of the league or the consequences of their actions.

If or when there are more far-reaching consequences they'll deal with them when they occur and keep milking the cash cow until then.
Might be all too late for a lot of clubs by the time things do actually change of course
