Well not necessarily
Ignoring the financial mismanagement it seems to me that we have had three problems. An inability to assess player's physical abilities and fitness. Since we don't appear to have signed another Thorne, Chadwick or Lappin recently perhaps that has been sorted. A scouting system so poor that it delivered up the likes of Brellier and Strihavka. Well some of the loans have been punts, but Roeders permanent signings all look at the very least to be OK, so perhaps that has been sorted. An academy that produces nothing. Well perhaps you are right, and perhaps it was Sammy Morgan all along, in which case perhaps these players are as good as you hope and that has been sorted too.
So if you are a glass half full type of person you might think that whilst it might take another of couple of years to bear fruit actually the base on which to build a team is back in place after an absence of a few years and we can expect progress again.
And looking at the finances, whilst they are bad, and they are worse than they should be, nevertheless others are in a worse mess.
So actually in 5 years time we might not look too bad.
