I don't see how you can make a final decision on this for everyone.
Very much down to peoples own moral compass IMHO, because there are so many degrees to it.

If you knew, and could prove, somebody was 100% on the verge of taking part in something like 7/7 could you justify it as a means to discover the identities of his co-conspirators and thus prevent attacks going ahead? And also of those that set them up in the first place?

I would think if you polled this board you'd get a complete spread of answers on that.
Its why we are all different, and sometimes why we need different people doing different jobs and taking different decisions.
