I think FIF should introduce a post-match "citing" system, like in rugby
So within 24 hours after the game, you could "cite" any opposition player for any incident unpunished by the ref. This would include any "simulation" incidents which fooled the ref - it wouldn't be possible to affect the result of the game, but a player could be banned if caught.
