I don't see when the past draws you're talking about were

In 2010, the teams were France, Portugal, Russia and Greece (seeded), and Ukraine, Ireland, Bosnia and Slovenia.

Not obvious to me what the big clashes they would have needed to avoid were there. (The draw was Ireland vs France, Portugal vs Bosnia, Greece vs Ukraine, Russia vs Slovenia.)

In 2006, the teams were Czech Republic, Spain and Turkey (seeded), and Norway, Slovakia and Switzerland (unseeded).

Again, what big games would they have fixed the draw to avoid then? (The draw was Spain vs Slovakia, Switzerland vs Turkey, Norway vs Czechs.)

In 2002, the teams were Belgium, the Czechs, Ukraine, Germany, Slovenia, Romania, Austria, Turkey.

I guess the 'tough' draw might have been Germany vs the Czechs? But them not getting each other is hardly evidence of fixing. (And Germany did get Ukraine, who would have had Shevchenko at the time...)

And in 98 the teams were Croatia, Ukraine, Russia, Italy, Ireland, Belgium, Hungary and Yugoslavia.

And Italy got Russia in the draw - presumably about as tough as it could have been?

Got bored at this point. But I don't really see any evidence for much fixing here. But may be missing something...
